I used to neck only I'm my 7mmrm, that is until I missed the step of shoulder bumping with a body die on a 3rd reload without a bump and a case got so jammed up that I had to rod it out and say sayonara to that barrel.
You can do either. However, it is just a person preference. You’ll eventually have to full resize your brass. Get a redding style s bushing die. It’s a full length bushing and neck sizing die. Take the expander mandrel our, FULL length resize the brass and bump should back, then you can manipulate your neck tension by using the bushing as well.
Full length brass that has not been shot from your rifle. Once you have brass that you know has been shot from yours just neck size
